Abstract: In considering which of two configurations of a communications network is preferred based on an error measure, we develop a test for the difference in sample average error. What makes the problem interesting is that the underlying error data is consistent with a Bernoulli-Exponential mixture. That is, a large percentage of the observations are 0, and those that are positive follow an exponential distribution. |
