On the basis of the methodology of optimal aggregation of production systems a new mathematical model for the analysis and optimization of import replacement and localization of production is developed. The theorems, regarding the possibility of decomposition of multidimensional optimization problem into the system of one-dimensional problems are formulated and proved. The model takes into account the creation of workplaces. Alternatives to localized production and import are compared under equal conditions. The paper contains the example of modeling.
