The number of applications using closed-circuit televisions (CCTVs) is rapidly increasing as a large number of high definition (HD) internet protocol (IP) cameras have been distributed in the market. Acquiring traffic information through CCTVs is one of the examples of the application using CCTVs. In this paper, the idea of number plate recognition system using CCTV for traffic information is proposed. The difference between typical traffic enforcement camera and proposed system is that it recognizes every number plate on the cars which go over certain thresholds. To implement effective multiple number plates recognition system, saliency energy image (SEI) and saliency motion energy image (SMEI) technologies are chosen to detect moving objects and cars. Edge based algorithm and support vector machine (SVM) method are chosen to recognize the number plates.
