Two methods for the construction of variance balanced block design have been proposed. Method - I discusses the construction of variance balanced block design using half replicate of  fractional factorial design when n is even with highest order interaction as a defining contrast by deleting the control treatment, and method - II discusses the construction of variance balanced block design using half replicate  fractional factorial design when n is even with highest order interaction as a defining contrast by deleting the control treatment and merging all the main effects. Optimality is checked for the constructed variance balanced block design and proved that the constructed design is universal optimum.
