MEAN VALUE ESTIMATES FOR PRODUCTS OF SHIFTED AND ORDINARY DIRICHLET POLYNOMIALS
In the present paper we establish new mean value estimates for shifted Dirichlet polynomials
with algebraic shift parameter q. We then employ these mean value estimates to improve some results in [Acta Arith. 113 (2004), 77-101] on the distribution of pl modulo 1, where p runs over the prime numbers and l is a fixed positive real number.
