A comprehensive approach to the selection and placement of professional personnel of the defense industry of Vietnam in market conditions is proposed. A model for selecting groups of specialists to perform the project stages and a model for optimal management, as well as evaluating the implementation of the project stages, has been developed. A generalized strategy for network planning and project management in the face of uncertainty has been developed, as well as a methodology for evaluating the effectiveness of training specialists in the defense industry of Vietnam to ensure research and production activities in market conditions.
