Abstract: The end of the nineties was marked by the raise of aid for development (AFD) role. The World Bank referring to the millennium statement thinks that 50 billion dollars of additional costs are necessary to reach the development targets of the millennium 2015. In other words, the present AFD must be doubled. But there is a condition: as a preliminary, to make sure of eradicating poverty in order to apply appropriate policies. This paper deals with such a problem. Three major results have to be considered: - the amortization possibility of time transaction in human poverty fluctuation; - the instant amortization possibility of the explosive evolution in monetary poverty; - the right prediction of the four (04) years progression rate in poverty. |
